Will the P3 reward be worth 4.5mil per Character

Dear BHVR,

Simple question, will the P3 reward be worth the cost of 4.5mil BP cost to P3 a Character.

I would really really like to know the reward as soon as possible, to know whether to max perk my P0s or P3 them, especially ahead of the cake anniversary event.

Whilst I'm pleased for the Prestige/bloodweb perk rework, and see that new players will benefit massively, it feels like max perk P0's will benefit more than the P3's if its simply an emblem for example. If the reward is an emblem, will P3's be given compensation in the same way that P0s invested webs will be rewarded?
