So How Will Teachable Perks Work After the Prestige Rework?

Will a character still unlock its teachables to others during levels 30, 35 and 40 in the bloodweb or will it work in a different way such as the tier 1 and teachable perks being unlocked after the character is prestiged? Or, and hopefully not, are teachable perks no longer a thing and you will have to prestige a character 3 times in order to unlock its tier 3 perks to other characters?

Teachable perks are no longer a thing. However, if you prestige a character once that characters perks will unlock at tier 1 for all other characters. You can then unlock tiers 2 and 3 in the bloodweb as normal without having to prestige the character two more times.
