They change 39 perks but leave Resurgence and Solidarity as is
I feel like making their effects immune to hemorrhage is a no brainer.

They couldn't possibly get to every perk that needs work, to be fair. I imagine those 39 already took up a lot of time, between the actual coding, the testing, the bug fixing, etc.

Yeah but they killed these two perks a few updates ago. I think they should be a priority. Unfortunately it's more important for them to absolutely gut perks.

Yea... I don't know why they didn't changed Buckle Up, Vigil, This is Not Happening, Left Behind, Hex: Huntress Lullaby, and the other over 50+ weak perks in one patch...

And, well, yes, the priority was shaking up the meta more than buffing random perks.

They've already responded a few time to stuff like this just to say that this isn't the last balance patch coming out and that there's more perks out there they want to address in the future - 39 perks wasn't "the only ones they think need changes" its just the maximum they could do in one patch cycle.

The difference being they have already buffed a lot of the perks you just mentioned and just killed Resurgence and Solidarity.

The Hemorrhage update caused these perks to become useless because the heal regression applies to them. I'm not 100% sure of the interaction with solidarity, but I know that it destroys resurgence. Basically, resurgence gives you the 50% to your health bar when you get hooked, so sitting on the hook will drain your health bar.

They are already non meta perks and Bhvr made them even worse lmao. How's that for shaking up the meta

I imagine they'll get buffed eventually. Maybe they'll be in the next patch to contain balance changes, maybe not.
They have to start somewhere. Perks that got made slightly worse by interacting unfavourably with a new mechanic could be argued to be of a high priority, but certainly not higher than addressing the slowdown meta.

It's my argument that the somewhere they should start is not changing a game mechanic that makes weak perks even weaker without compensating those perks. I don't really understand how you can defend the incompetence of these decisions.

The problem is that these two perks aren't really the strongest perks in general and they are made totally irrelevant by the status effect. You could argue that there are a lot of perks that you bring into the game that can become/be dead perks, but these two perks don't really even get the intended use of the perk. It's a pretty weak argument to say that Hemorrhage is just a counter to these perks because it seems like they no longer work as they were intended to function.
Solidarity could be changed so that if you are healing someone else, the heal on your health bar doesn't regress for a few seconds after you stop healing someone. Resurgence could be changed so that the bar doesn't start to regress until you are unhooked. I think OP is mainly upset that these perks got "nerfed" because of questionable interactions made to base game mechanics and they haven't really been addressed since.

Because it's not an incompetent decision? Like, yes, it is a shame that two neat perks were made slightly less useful overall since a new mechanic hard counters them, but like... who actually gives a damn about Resurgence and Solidarity? They already weren't run, so it didn't have a huge effect on them.
I completely, 100% agree with the statement "I think Resurgence and Solidarity should be changed next so they fare better against new hemorrhage", because that's reasonable. I cannot begin to understand the attitude behind the statement "they should've ignored the pressing concerns of the current meta to address two random perks basically nobody uses, and not doing that is incompetence".
Again, I agree they're due for a change, but so are fifty other perks that haven't been addressed yet.

I get that solidarity is a total joke, but people think Resurgence is a joke? It goes really well those last 8 charges in a yellow medkit and overcome. I know its nowhere close to A tier, but its still a C+. Passing, albeit barely. It does things unlike solidarity, poised, left behind, buckle up, etc etc.

The hemorrhage change came out of nowhere. It was not a pressing issue and could have easily been delayed and launched at the same time they changed Resurgence and Solidarity. Instead, they went forward with the hemorrhage change and then proceeded to work on 39 other perks.
I'm not going to keep arguing with you, though. Agree to disagree.
Resurgence heals you 50% when the killer hooks you, if you are affected by hemorrhage, you lose all that progress while sitting on the hook.
