Question about knock out

On the dev note it was stated that knock outs buff was this

“In addition to its current effect, Knock Out will cause dying Survivors to crawl 50% slower for 15 seconds and reduce their recovery speed by 25%.”

this doesn’t make sense? Wasn’t this buff already done 2 years ago? The 25% slower recovery is new but the 50% crawl for 15 seconds was added 2 years ago and your acting like it’s new. Cause look at this.

This is from patch 4.1.0 when leatherface and Billy were changed. Knockout got the change were it now makes survivors crawl 50% slower for 15 seconds and has blindness.

wasn’t that already changed though? Also will the basic attack requirement be removed? A lot of killers can’t run this perk not even Bubba himself. @MandyTalk or any dev can someone clarify please?

    Maybe it's an additional 50% and 15 seconds so 100% slower crawl for 30 seconds.

    They just added the 25% slower recovery. Everything else is the same as before. I read it weird initially too but they write things weird sometimes.
