Characters with Prestige 3 already will there perks go on the others when the new system is out?

Should i stop collecting the perk tiers if already prestige 3 the characters for them perks in the blood web?

To answer your title, yes.
E.g., if you have Claud P1, the rest of the survivors will get her teachable perks at tier 1. If you have her at P3 (no matter the lvl), every survivor will get tier 3 of her teachable perks.

I have 14 survivors who are level 50 (0 prestige) with less than 70 perks. Is it better to prestige them now so they're automatically on prestige 2 for release?
If I got them all 70 perks instead, would this mean they'd be prestige 1 level 50 on release or prestige 1 level 1?
