Prestige question, do i need at least 1 prestige?

Do i need to prestige "at least" to lvl 1 to get lvl 3 ? Or can i let my characters at lvl 0 prestige then 0+2+X levels because of perks (at least one) will make them lvl 3 so i have all perks?
Also a tier 3 perk count at 1 perk unlocked or 3?

You will receive 2 additional prestige levels for every one you own when the update drops.
A prestige 0 character will not get this bonus, but you will be receiving prestige levels based on the amount of Perks unlocked on them. I do not think we have any specific numbers on that as of right now though.

You need at least 1 level of prestige to get 2 bonus levels of prestige.
So prior to patch would look like this:
0=0
1=3
2=6
3=9
You get two additional prestige levels for every prestige you are prior to the update.
If they're level 50 but not prestiged you would just get the bonuses of perks. So 71+ = prestige 1.
Its I believe it's 190? Ish perks you need to go from prestige 0 to prestige 3 on perks alone.
So if you want all perks on all killers you'd either need that amount of perks on each one, or at least prestige them all once

Ok, something like this is what i was wondering. I would like to know for sure before prestige all survivors and finish some killers that i leaved at lvl 40 just for perks.
Hope bhvr answer with some examples.

To make it easier to judge, the number of perks you'll need to ensure prestige levels on un-prestiged characters;
2 pages of purple perks = P1
3 pages of purple perks = P2
4 pages of purple perks = P3

I found this image, because a perk page have 15 perks x3 (if tier 3) 45.
2 pages 90 perks (lvl1)
3 pages 135 pekrs (lvl 2)
And so on.

How would it look if you have never prestige but have gotten all the perks teir 3 on a character???

Every perk possible from all DLC's? For survivor; P6, for killer; P5.

Based on the information from this post:
97 Killer perks * 3 = 291 perk levels, which gives +5 prestige. You will be at prestige 5.
107 Survivor perks * 3 = 321 perk levels, which gives +6 prestige. You will be at prestige 6.
