Why FLIP-FLOP is not meta?
I am a main Killer... I don´t understand it.
Also what an insult from developers to their players to make a perk like that to be honest. It´s at the same level of making Bubba.

How do you make Flip Flop Work?
You need Flip Flop, tenacity and probably power struggle.
This leaves room for one perk slot.
If you go for an exhausiton perk then you have no DS.
If you go for DS then you have no way to make distance on the killer where none would otherwise exist.
Furthermore a killer paying attention will either immediately pick you up the second time or just intend to slug you to death.

Flip-Flop typically requires some backup perks like Tenacity, Unbreakable, or Power Struggle to get full use out of it, which is cumbersome and prevents the use of a meta loadout, and does nothing if the killer doesn't slug, which is fairly random unless you have teammates running interference.
It's map-dependent on top of all these things, too. Powerful on an indoor map, but 50% wiggle bar won't help you when there's a hook every fifteen meters.

Because the one time in 50 million that flip flop does something for you, you tell the killer your entire build in the process, thus telling them you have no good perks, and they can tunnel you without fear of getting smashed into the dirt by 4 different second chance perks.

Because it is extremely situational and slow, 80% of the times the killer will pick you up immediately after downing you (giving you no time to charge the wiggle bar) unless you are right next to a pallet or there is someone with a flashlight nearby, even after that you have to stay on the floor until you can complete your wiggle bar to get a somewhat ''decent mileage out of the perk'' since it only gives you a max of 50% progression, and even after you fully complete your recovery bar most of the times there will be a hook right near you, the killer will still have enough time to hook you anyway, so not only the killer has to give you a chance to charge it...even if you completely charge it there is a chance that you may still get hooked, compared to the fact that you could have equipped another perk that will guarantee you some use out of it (like sprint burst) then there is almost no reason to equip this perk over another one.
