Will I need to rebuy all the perks I've purchased in order to unlock the tiers across all characters?

I'm more invested in killer but not every character meets my tastes so I'll skip them. I tend to take a lot of breaks and only log in if there's a perk I'm missing at the shrine.

I've got every killer perk minus pinhead and sadako (Maybe wesker will join them if he doesn't impress me).

    If you already bought a perk in the shrine it will automatically be unlocked at tier 1 on all characters (including future characters). You can get tiers 2 and 3 in the bloodweb as normal, or you can buy tiers 2 and 3 from the shrine when the perk shows up there again.

    Of course if you've already unlocked the perk at tier 2 or 3 on a particular character you will not lose it when the update goes live.

    You won't lose teachables you have already unlocked, which means you will have the tier 1 perk you got from the Shrine unlocked on all the characters with the ability to find higher tiers of the perk in the Bloodweb.

    However if you mean you want to unlock the higher tiers directly, then yes, you would need to buy the perks again.
