What is the counterplay for teams that run sprint burst and Lithe?
I've started to come across more and more swfs where the whole team has these equipped and at times it feels like chases are pointless because of how much time it takes to even catch up in the first place. It's as if people are doing their very best not to actually have to engage in real chases. Not sure how to actually work around this against teams who are effective at it. I'm also started to see this strategy paired with BNPs so gens are knocked out quickly in the background. Any tips?

You need to bait out the exhaustion, briefly fake patrolling away (preferably break LOS), and catch them cycling back. Then you re-engage without the exhaustion to deal with. It works with comms or without.
And then obviously some killers deal with it better than others. Blight and Billy laugh at W gaming. Nurse can flick blink back and usually catch survivors napping. Spirit can phase while looking away. Etc.

Just stack the many gen perks the devs gave to killers this match and then you'll mindlessly get 4ks.

Mind Breaker is good perk to counter exhaustion perks.

Outside of meme or specific builds (eg. Healing or gen builds) the majority of survivors will use an exhaustion perk, so you just gotta expect it every time you engage in a chase. Since there is a cooldown, just keep chasing that person and dont get distracted by the others (swf are good at distraction). They likely won't get a chance to use it again during the chase, especially with the recent killer chase buffs.

Yes but people predicted that after dead hard got nerfed that lithe and sprint burst would be complained about since they would be used more

I'd rather meet 4 sprint bursts every day for a year than to see Dead Hard again.
For Lithe, just follow them and down them at whatever loop they go to. They don't make that much distance.
Sprint Burst you simply disengage if they SB off a gen towards safety, and attack the survivor in the weakest position.
The overwhelming majoriry of the roster can handle these perks just fine. Wraith can stealth and follow them, Billy can close the distance with his chainsaw, even M1 killers can simply walk after a Lithe and catch up, and now the survivor has nothing but the loop they're working with.

But I wasn't complaining. I simply asked for tips on how to work around it. you know that old trying to "get gud" thing people yap about. I must have bumped my head thinking coming to the forums to ask how to deal with something was a good idea lol. But I already got a good suggestion with fearmonger and it actually worked very well in the last game I just played.

No but seriously though, if you are playing a high mobility killer, lithe and SB are barely noticeable. I suggest you give Nurse, Blight or Spirit a go.

Doesn't Hemorrhage disable exhaustion perks? So wouldn't just Sloppy Butcher be somewhat a viable option to severely weaken their build?

Unfortunately it doesn't, hemorrhage makes you loose your heal progress if you are not fully healed. I think you've mistaken hemorrhage with exhaustion. It would be very broken if Sloppy Butcher would inflict exhaustion, but nevertheless it's still a great perk for stealth killers.
