New prestige system confusion

So when i prestige i get the perk for every killer right?, after that if i go to another killer and start doing the bloodweb, can i get the level 2 of that perk???

    Yes to both. The way the bloodweb works did not change. Any perk you have at tier 1 (or 2) can be found in the bloodweb no matter where you got the perk initially.

    Also, generic perks (including ST perks) will appear in bloodwebs starting at tier 1 as they always have.

    You get every teachable perk from that character across all other characters based on the prestige level. Prestige level 1 Trapper means Unnerving Presence, Brutal Strength, and Agitation at level 1 across every other killer. If you don’t decide to prestige him higher, you’ll have to pay to level up the perk through the web normally through the blood web one time per character - but you’ll never lose perks again on anyone.

    The only other alternative is buying the perk or levels for it in the Shrine of Secrets.
