Which non-top tier killer has the most map pressure potential?

And why/how? Personally I think it's doctor as there's some builds that allow him to show great presence on the map forcing survivors off of gens due to madness. I'm currently in love with the railgun build. I feel like I'm everywhere and everyone just hides in a locker at some point unless it's an organized team, of course.

I mean Freddy is quite good for map pressure, despite his downsides.

Hag is good but she's part of the uppertier.

Legion also as he can slow the game down by dashing about and injuring a lot.

Surprisingly Freddy too. Put survivors to sleep and watch as they run around trying to find generators to slow up. It slows them down a fair bit.

    Doctor of course.

Freddy has a lot of map presence. When you hear him, you only know he is near, but you have almost no chance to hide effectively except in lockers if you are lucky. But he is helpless if you split up and is not good at turning his presence into kills.

Billy has superb mobility, but he can easily be juked if the killer player is not skilled with him. Players have to hug the trees/barricades/whatever or they are insta-down and speed boost perks are of limited use against him.

Nurse. Travels around the map fast and ignores obstacles. Is quite hard to master though and has no viable addons as almost all of them throw off your muscle memory by changing teleport charge speed or range. I like the bell though.

Hag because of teleport traps, but she has to stay somewhat near, which is easy to screw up if you are not used to it.

certain myers builds are reasons to fear no one wants to go near you when the music starts blaring

Freddy, because you can't rush gens when 2 survivors DC at the start!

Wraith with windstorm addons (+swift hunt to compensate the downside of windstorm) cuz mobility is what makes a killer pressuring everywhere.

Doctor gains a lot of map pressure when survivors are in madness 2-3 as his tracking of them are boosted (depending on add-ons) and he'll always know where you are.

Freddy actually has decent map pressure because the survivors are trying to wake up and you slow them down a lot with your power. Also maybe pig if the rng is good to her

Non-top tier? Doctor. Top tier? Freddy.

Agreed, assuming the OP is meaning the exception of Nurse & Billy, then in order:

    -Spirit
    -Hag
    -Legion
    -Freddy
    -Doctor

Would be my picks, Doctor being bit lower but still allows for early catches and early momentum with catching/finding people very early and can scatter people clustered.
