Meg is a pretty good place to start. Both adrenaline and sprint burst are pretty good perks. Quick and Quiet isn't even that bad either if you like to play more stealthy and try to lose the killer.
Claudette has self care and empathy, so she's also a good choice.
Bill has some good perks too.
If you don't have a favourite survivor, what I would do is roll with Meg for now and then get the teachables from the others. Meg's got a couple really good perks to start with, so you don't need to go crazy trying to get them.

In my opinion, you'll want to grind Claudette out on the survivor side first for Empathy and Self Care. Really, that's about it right off.
On the killer side, they're all over the place. Hag will yeild you Hex: Ruin, Leatherface will give BBQ and Chili. Those are probably two of the best killer perks in the game.

Survivor:
1-Claudette has Self-Care. Botany Knowledge and Empathy are also really good.
2-Meg has Sprint Burst and Adrenaline. Quick & Quiet is good too.
Once you have Sprint Burst and Self-Care the game becomes significantly easier.
Killer:
1-Get Hex:Ruin from The Hag ASAP
2-Get BBQ from Leatherface. His other perks are also good.
3-Get Nurse’s Calling from The Nurse, Enduring from The Hillbilly
4-Doc has Monitor&Abuse which is amazing for Myers and Hag.
5-Trapper has Agitation and Brutal Strength, both are decent.
6-Pig has Make Your Choice, a nice perk.
7-Freddy only has perks good for him and a garbage one (Fire Up).
8-Unless you play Leatherface, ignore The Huntress (she has Territorial, good on LF).
9-Don’t bother with Wraith, at least not for now (he’s only good for the switch from a decent killer to a strong killer as he teaches mind games better than any other).
10-Myers, only if you play him. He has the worst teachables in the game2 -
If You have only base game witheout any dlc;
1. Yup Claudette and her Self-Care is most used perk for suvivors in the game but overall at the start Sprint Burst (Meg) was so good for me and her other perks , adrenaline (really good when You play with friends) and Quick and Quiet (You can jump into a locker for a risky but funny juke) really makes the game more fun, and witheout self care You really want to keep Your teammates alive for as long as You can.
2. There is one survivor noone speaks about and it's POOR Nea, she got the most fun (at least for me) sprint burst called Balanced Landing which force You to learn the spots where You can use it , even if its situational I really love it, and her other perk Urban Evasion allows You to crouch and walk like that at normal walking speed Now now killers 1. I think best basic killer perks are Trapper: Brutal Strength and Agitation, and he is a really good starting killer, with best base stats. 2. I guess second killer I would say Nurse but her only good perk is Nurses Calling and she is really hard to play and master, so I
m gonna go with Hillbilly; Enduring (One of the best perks for pallets and decisive strikes) lightborn and tinkerer are situational but alright
If I said something dumb Im sorry I

1) Self Care is considered the best perk; you no longer have to rely on allies to heal yourself, and you can heal yourself when you're the last one left, everyone else is hooked/busy, all the stuff. It's claudette's teachable at level 40, and her other perks are decent so it's worth picking her up for sure.
2) Sprint Burst. There are plenty of exhaustion perks, but sprint burst is obviously the best in terms of raw distance and usability. All other exhaustion perks rely on a condition, but not for SB. all other perks also have either a cooldown on an animation that takes up some of the sprinting time, or in the case of dh is extremely short (and frankly kinda bad) whereas for sprintburst you get the full doseage. This is from Meg. She also has a great perk called
3) Adrenaline. Heals you by 1 health state when the exit gates are powered and gives you sprint burst for extra long, ignoring previous exhaustion and applying a new layer of exhaustion instead. Completely a great perk, also native to Meg so leveling meg is a great idea.
4) Borrowed Time. When you unhook in the killer's terror radius, the guy you unhook has the "Endurance" effect for about 15 seconds. While he has this effect, anything that would put him in the dying state will instead give him a bleedout bar and let him keep moving (the bleedout bar increases in time per level of the perk). This means if you unhook someone and bubba chainsaws you both, he won't die but will instead get his speed boost and run off with a bleedout timer. The only thing that stops the timer is being healed. Once the timer is up, they fall over in the dying state unless they get healed out of it. (This means they need to get healed twice though, as if they were in the dying state). This is bill's perk that makes him shine. Once you learn how to use it, nobody can get camped on your watch. Sure plenty of people just use it to sandbag, but when you use it properly and intelligently it can really ruin a killer's day and save the game/player.

Go for Meg, then Claudette, then Jake, Nea, Dwight... I run different perk setups on my survivors and killers but here's what I run on my main survivor/killer.
Quentin Smith's Vigil: Faster Sprint Burst recovery, along with other effects.
Meg Thomas's Sprint Burst: 150% running speed.
Dwight Fairfield's Bond: See others within range, super useful to me.
Claudette Morel's Self Care: Heal yourself without a medkit. The Cannibal's BBQ & Chili: See survivors outside of a range, hooking grants a point bonus.
The Hillbilly's Enduring: When hit by a pallet or Decisive Strike, you'll be back up like nothing.
The Trapper's Brutal Strength: Destroy pallets faster. Was a better perk but still great.
Non-Teachable: No One Escapes Death: A good perk for endgames, ensuring that extra kill.Other good perks to try...
The Cannibal's Franklins Demise: Allows survivors items to be dropped when you hit them. Fun to run.
Bill Overbeck (non teachable in console versions) and David Tapp's Tenacity + Unbreakable Combo
The Hag's Devour Hope + Thrill Of The Hunt Combo: Super great perk combo if used right.Good luck!
