I unlocked Feng but only got the default outfit and phoenix t-shirt thing

If that is true then i'm sad

    Second outfits are chapter only. Like casual Ming, tux Ace, ect.

    okay so, i’m confused, is this a PC thing, because i didn’t have to purchase Feng or Ace on console...

    It’ll effect you for later chapters that you have the choice of EARNING OR BUYING. For console, the dlc you start with, comes with the bundle outfits, as it counts as buying the whole sha-bang
