I'm interested in potentially attempting to make a mod to add a new killer and/or survivor. Any advice?

  You cannot mod the game to do what you wish.

  It's a live online only service and no modifications which affect the games files are allowed.

  Wouldn't the EAC eat them alive? And then perma-ban the remains?

  Changing game files by any means can lead to an EAC ban, so it's not something we can or will encourage on our platforms.
