The dev update makes it sound like the bloodweb lowered costs are replacing the BP bonus which was promised to come with this coming chapter. Am I just confused?
Yes I mean the matchmaking incentives

Hmmm...you're right. The dev update doesn't say anything about the matchmaking incentives. I sure hope they're coming back as well.

Not sure if it's what you're referring to but the reduced cost is because of the removal of the BBQ and Chili and We're Gonna Live Forever bonuses. They didn't mention the match making incentives at all or any other BP offerings.
