My confusion about Wraith
So, I was buying up general perks on some of the characters that I P3 L1'ed before 6.1.
I came to Wraith and it gave me the option to buy NOED at level one! From the trials where I've versed Wraith I thought this was basekit for Wraiths.
Does this mean BHVR is telling me that it's actually possible to meet a Wraith without NOED?? You don't have to sign an agreement where it's used every time Wraith is selected?!
Truly, there are wonders in this world that I wish I could see.

Are we still complaining about NOED? I'm playing without NOED but I'm pretty sure you don't want to play against my Wraith.

I honestly don’t know if I’ve ever bothered running NOED on Wraith.

I remember back in 2016 and 2017 where Wraiths actually used Noed every game because he was the weakest Killer.
126.5 % speed while cloaked.
No speed burst after uncloaking.
Slower speed and action while cloaking/uncloaking.
No 20 meter total invisibility, visible from across the map even while cloaked.
And also way louder breathing/footstep sounds.
But at least he used to have built in Bloodhound *cough*

It's hard to tell if your post is ironic because people complain about literally everything. Heck, I still don't know if Sluzzy's posts are serious. You pointed out that most Wraith players use NOED. I can neither agree nor disagree because I rarely face them.
Perks: CoB, Overcharge, Eruption and Bamboozle (<--- there are better perks, but it's a QoL thing)
AddOns: Swift Hunt, Shadowdance
As long as I'm not playing against a well-coordinated team, it's an autowin.

Why use Overcharge in this build? Only for the skillcheck?
Wraith is fine with Noed, he is weak against survivors on surv-sided maps, you will barely be able to prevent all gens from starting against actually decent survivors, so having Noed is like an insurance.

Call of Brine helps to mitigate the beginning 75% regression speed as it makes it 175%, and this then can ramp up 300%

Sounds like some kind of bug. NOED is actually supposed to be Wraith's basekit, so you would be playing at a severe disadvantage without NOED.

I think he also couldn't do almost any actions while cloaked (like opening lockers), but not 100% sure.

Enduring, spirit fury, bamboozle and pain resonance is my favorite wraith build.

Exactly. It's sort of like that bug when frosty eyes are equipped and the Killer gets an invisible wall when hooking a survivor that prevents them from moving more than 8 meters from the hook.

No no no, the best wraith build is Brutal, Iron Maiden, bamboozle, and unrelenting with double shadow dance add-ons

Yes.
I remember @Tsulan linking this video somewhere a while back
You can see in the bottom right it speeds up to 300% speed and after a minute goes back to 0%.

Wraith hasn't looked at NOED the same since the nerf
I think he's seeing other perks
