Is it bannable to throw/risk throwing the game to try and get value out of your perks?
I admit when I first unlocked the boons I wasted way too much time looking for totems to bless. And when I was using Decisive Strike for the first time, I ran into the killer after being unhooked because I wanted to use DS, even though it would have been smarter to just hide and get healed or something. I did sort of change my mind and ran back, but I still ended up getting caught and my team lost. Is that against the rules? I was also solo queuing if that matters.

Of course it's against the rules. All players were banned for stupid ideas, so no one is playing this game now. Most of banned people are 1 hour old newbies because they were crouching in the corner being too afraid of killer. No place for immersed and unskillful people in dbd, not doing gen is against the rules. /s
Like, seriously, rules is a pretty solid list of things they could ban you for. Making bad (or dumb) game decisions isn't one of them.
