Why are the Devs incredibly inconsistent with balancing Killer Addons?
I've always wondered why the Devs always seem to be so incredibly inconsistent with Killer add-ons. On one hand, you have Killers like Artist and Phead who have mostly awful addons with one a very select few that are actually useful, then you have other Killers like Blight whose add-ons are almost all extremely good with only a couple here and there that are bad. I didn't wanna make this post to complain about Killers like Blight who have really good addons, in fact, I really like Killers who have really good addons like him because it makes me feel like there are multiple different playstyles I can choose and I'm not limited to just one or two options like some other Killers. I wanted to make this post to talk about how Killers with bad add-ons deserve to get their add-ons reworked to at least be useable.

artist has a lot of good add ons. if you want to put someone on pyramid head's level of bad add ons, the only possible other is nemesis

Honestly, I don't think Nemesis is on the same level as Pyramid Head. There's far more Nemesis addons I would use even if his overall addon set is on the weaker side.
Freddy on the other hand is far more comparable

Addon balance does seem weird. It is also so weird that out of all killers, someone like Blight would have such strong and impactful addons. It needs to surely be addressed.
To be fair, Pyramid Head really does have bad addons, but I fear buffing all his addons noticeably might make him a tad too strong, because his basekit is already really strong.
I do think they have improved though. At least both Dredge and Wesker have a very nice amount of good, but not overpowered addons. Wesker in particular just has a bunch of good addons, maybe a few bad one, but that's it. The only problematic addon is the one that starts suvrivors all infected, that one is a bit too strong in my opinion, and 100% needs some downside.

I will, as always, use every opportunity to stress:
Pyramid Head has The Worst selection of addons in the entire game.
It is ALSO worth noting that PH remains, to this day, The Most overhyped killer in the game. As the person above has helpfully pointed out: people THINK PH is some kind of Triple-S tier killer, despite the fact that nearly no one plays him, half of his power is 100% in the hands of the survivors, and the other half has the most number of advanced warnings and wind up of any damaging attack (slows the killer, makes a super loud auditory warning, throttles his left-right movement, broadcasts a red bean that precisely shows the survivors but not the killer where the wave will hit, and comes out in segments over time that the survivors can easily evade because it takes so long to go from the start to the end).
And his Add Ons will never get improved because of this. People pretend he's Nurse-tier, but PH is not now nor ever has been better than high B tier.
Every killer should have addons like Myers, who is the golden standard for Addon design. Multiple options that change his power in interesting, useful ways; a fair number that just objectively make his power better or pull away some of his personal weaknesses in a measurable way; AND potent combos you can use to achieve a tremendous power jump, on par with a survivor team all equipped with tricked-out items.

Myers really isn't the gold standard for addon design.
His addon selection is terrible since majority of his addons are just better versions of each other and many of them don't really do anything useful. He might have some more gamechanging addons, but tomestone addons have not aged well and desperately need changes.
I would say BHVR has gotten generally pretty good with addon design in the past year. New killers have a good variety of effects that open up different options. Sometimes BHVR is too cautious and really undervalues the addon, but that's a different issue.

different dev's. Mclean designed blight's add-on and he put a lot of thought in killer. blight is 10/10 in term of gameplay design, balance and add-on design.
The other killers probably get rushed heavily, so their add-on are often very random. I guess they just throw dart on the board and base their usefulness of an add-on based how much like they like the killer.

Not only are the add-ons per killer inconsistent, but the effect on rarity per add-on is also inconsistent.
Who came up with the idea that the effect of the Pyramid Head's Very Rare add-on only extends the killer's instincts by 1.5 seconds?

Oh believe me, his addons are horrible. At least he has 1 addon which is usable.

There is a lot of truth in this post; in fact its nearly gospel but one single aspect: I believe that Pyramid Head is indeed A tier, ie really good, but not in the highest category. His kit can be really oppressive and lets you shut down some tricky loops before they become annoying. The problems start once your initial shot misses, in movement PH is awesome and can land cool shots, but against sitting ducks its nearly impossible with his clunky controls. Ugh.
Personally I would love some cage add-ons for him: maybe make the cages work like Monstrous Shrine as long as you stay away, but if you move too close the effect slows down and disappears. Or one add-on that doesn't send the cakes to the other side of the map but truly random (but at least a givin distance away from you) and make the unhooker scream or something.
We could have an add-on that makes his POTD silky smooth but can`t down or maybe only half range. Or split POTD up into two crooked paths that lie not in front of PH (I am sure that there could be some symbolism there).
