Do you expect certain survivors or killers to have specific perks?
Example: I expect Boons from Mikaela, Adrenaline and Sprint Burst from Meg and Self care from Claudette.
From killers I expect (for example) that Bubba has Bamboozle, Huntress has Iron Maiden and Legion has Thanatophobia.

I guess I'm more likely to be suspect of character perks on characters (for example, a hex perk on spirit might have me think twice before cleansing, or if I see a legion, I will be hesitant to team up on a gen. I'd have to think harder about perks that don't belong to the character!

I used to expect agitation and insidious from bubba but now they only use bamboozle and don't even facecamp. From spirit I expect haunted ground. From Nurse startruck...
Survivor side I expect jake to run saboteur and all you mentioned.

At this point I expect every nurse to have starstruck equipped

No, but I survivors have certain stereotypes for me. EX. Laurie's are always terrible. Ace's are always running meta.

For killers:
Huntress/Trickster - Iron maiden
Demodoggo - STBFL
Legion - [Insert 3 slowdowns of your choice]
Bubba - Insidious basement build or bamboozle for normal bubba
For survivors: I usually just expect at least 1 exhaustion perk per survivor and 1 prove thyself on the team.

Every Wraith seems to have NOED
Every Nea seems to have Dead Hard (unless they’re wearing the default skin)

I’ll take it a step further to yes, depending on their cosmetics and TTV status. I noticed TTVs who aren’t live are not even half as sweaty as when they are. And half of them don’t sweat at all regardless. If you see a goofy ahh Dwight, expect all the meta perks.

Sure, if a survivors’ own teachable is really good I expect they’ll use it simply because it doesn’t matter if they’ve unlocked anything else. Mikaelas all have access to Circle of Healing so a lot of them use it. Bill has Unbreakable, why not use it? Especially for new and average players who don’t have everything unlocked they’re going to be more likely to use the perks their favorite survivor comes with (unless all three are bad.)
