The point your making is kinda moot because you can still get the killers attention with the flashlight and can still blind with it just fine.
What this change does is affect Macro Clickers that are using Flashlights to actually cause issues. I don't suffer from seizures but those Clickers gave me constant headaches because of the rapid flashing with the clicks. If it has that kind of affect on someone who doesn't suffer from Seizures I feel sorry for those who do.

I think it's good change but they made the gap between clicks way too long. Now you can click flaslight 100 times a second which is unacceptable and cause eye strain and headaches to normal people. But the change will make it that you can only click once per second which is overnerf. They should make the gap as 5-10 clicks per second more like you could still click but not like crazy.

It's a decent change. I mean, it won't stop blinds, and reduces the annoyance of that clicking noise. I'm all for it, especially if a few people leave, solely because they can no longer BM.

Why cater to someone who gets mad when someone clicks a virtual flashlight at them?

if it was about photo sensitivity then they could make the client have an option to suppress the flashing light part only, not its blindness effect or the clicking. No need for a cooldown on how it works.

Except the changes is the heavy handed way of accomplishing it. You protect people from flashing lights on the client side, by option that they choose and it changes the light effects not the operation of the flashlight with a cooldown.

It really isn't. I'm sorry (well not really) that you feel such a strong need to be annoying towards other players in the game and lost one of your ways to do so. The devs are free to change flashlights anyway they see fit.

You are assuming an awful lot about my playstyle. I barely use flashlights because i am terrible with them. When I do its generally to blind at a pallet stun, or a couple of quick clicks to draw the attention of another survivor that can't see me so I can heal them or receive healing from them. That doesn't mean that others that know how to use them well, don't find issue with these changes when there are other less impactful changes to accomplish the light sensitivty issue.
Now if you are happy about the changes because of BM reasons, I feel like killers have the tools to punish those jerks in game. Chase them, down them, and watch them die. No need to change the base game because you are emotionally unstable and clicking noises make you want to cry or quit the game.

Flashlight clickers don't just bother killers. I've played with other survivors who used flashlight macros and the sound from the clicks hurts.
There's no reason for you to care about this change if all you did was use flashlights at pallets, because the functionality still exists. Getting upset that being able to annoy other players is being removed for the sake of helping out a small group of people who have legitimate health issues is just simply not the hill you want to die on.

I think it says a lot about what you want from the game when you object this strongly to a QOL feature that prevents BMing killers.

Because taking functionality away is never what players want to see. Adding a new feature to improve accessibilty is a positive, but not if they ruin a part of the game that people like

The only thing that has been removed is how obnoxious it is, which has just been lessened. The flashlight's functionality is still exactly the same for all of its intended functions. I don't understand why you would feel like you have any moral high ground regarding this change, Your stance is like a martial artist being upset that throwing sand in your opponent's eyes isn't allowed.

That's a ridiculous interpretation of what i've said. If the cool down is accidentally triggered and prevents a flashlight save due to the cooldown enforcement, then this change is a bad fix for those players.
BHVR could literally change nothing on the flashlight users side, but only play 1 click sound in a 1 second window on everyone else's pc without changing normal flashlight functions

Flashlights still function to blind the killer. Nothing has been taken away.
Guess you'll just have to get better at flashlight saves. Getting a flashlight save is a very impactful moment so it's not an issue if it requires a bit more skill to pull off.

Nice pivot away from the point.
Customers are allowed their opinions and if they dont like a change it may not be because they want to be abusive to others. Let's all agree that the clicky clicky crowd should be less annoying AND bhvr's fix sucks

Flashlights do the exact same thing they did before. If you are really upset about this change then I feel 0 empathy towards you because that is the same empathy you have towards other players.

That is quite literally a skill issue that you're trying to inflate to be equal with an accessibility one. Its one of the few times the git gud meme actually applies. Your skill floor went up slightly so that other people don't get hospitalized. You should be able to understand why your position isn't exactly an empathetic or sympathetic one.

I know this is off topic, but I want to thank you for properly using the word 'moot'. I can't tell you how many times I've been on forums and read someone trying to use moot but instead typing mute. It makes me wish they were actually mute.

You sir need some lessons in reading comprehension. Let's solve the light sensitivity issue, but do it on the person who needs the help. Suppress the rate of flashing lights on the viewer of the light, don't change the behavior of the flashlight on the wielder of the light.
Does that make it clearer for you? I mean seriously, read what I wrote, not what you assume that I wrote.

Then killers shouldn't be allowed to hit on hook over and over. That's griefing.

The problem is that now you are making flashlights inconsistent being players and the option is up to people to have manually select.
Changing flashlight behavior solves the problem and keeps flashlights consistent between everyone. Not to mention flashlights still do the same thing they do on live except you can spam click it.
At some point you have to realize the hill you are dying on is the wrong one. You don't actually care about solving the issue, you just want to keep clicking.

My only complaint is I can't do survivor animation resets cleanly. I understand all the changes, I just wish the first click, was smooth instead of a forced zoom in.

...and that would just buff killers by making camping even stronger, as accidentally hitting the hooked survivor is something that often allows for saves.
And of course, unlike flashlight clicking, hitting people on hook isn't harmfult o photosensitive players.

But as you can see, not even SunsetSherbet said all BM-related stuff should be removed, but that there's no reason to cater to BMers. And even though I must point BM is NOT considered griefing according to the rules, I must agree there is no reason to scrap a change just because it removes a form of BM, as BMing is not even intended and it's completely pointless, serving no purpose beside being a tool to annoy other players. That's completely different from saying everything BM-related should be removed, as that's not even possible.
