If Jill is Jill and not RE Jill in Entity's realm, how does Feng cosplay as her?
Jill doesn't have a lot of lore related to DBD but it does say that she was engulfed by the fog like the original characters. That means she's Jill in the Entity's realm and not a character from another video game. It doesn't make sense, then, that Feng can cosplay as her. Same goes for Felix and Chris.

The Entity is capable of taking people from different timelines. The Entity can look into different universes and timelines and take the version of said character that best suits what it wants. We know it can do this due to Yui's tome. It also took the version of Cheryl after the end of Silent Hill 3 that went through the Good Ending. The version of Jill it took was a more inexperienced Jill (at least of RE's story) that had yet to accomplish all that she did throughout the RE games.
These characters are all real in The Entity's realm. They were taken from their own "Real World." To Feng, in her "Real World," the universe she originates from, Silent Hill and Resident Evil were just games that she played and loved. Then, The Entity takes her into its realm and later she starts running into real life version of horror icons like Myers and Laurie Strode. Only to later find she is able to "meet" real life versions of Jill and Cheryl, characters that (I assume) are her favorites.
In short, characters like Jill and Cheryl in The Entity's realm are taken from a universe where the events of their games were real. In Feng's home universe (like ours) Silent Hill and Resident Evil were just games. She has played them...cosplayed them...and is now surviving along side them.

Exactly, like the one Observer's tome video where he watches a version of Evan Macmillan that (probably) doesn't become the Trapper and is being chased by a giant spider that later manages to kill. Only for that event to be revealed to also be a fictional story written in a book.
Some events that are just fantasis like book stories, movies and videogames in some universes happen for real in others. That's why Feng can meet a real Jill from another universe.

The cosplay skin for Feng reflects her character and her being a gamer. Its not meant to imply she's cosplaying people inbetween being hunted down by a killer. From a story perspective, the survivors have on whatever they had when the entity took them. The last thing they're thinking about is what to wear for the next trial.
