Why do the Jailer and more specifically the Assassin chase for such a low amount of time?

Seriously at least for the Jailer, I guess you could make some argument for him only being able to chase for a very short duration but there isn't an excuse for the Assassin. His whole thing is he's supposed to be the most deadly but what ends up happening more often than not is that he just doesn't get any hits most of the time because by the time the survivor has been spotted by him they can easily outrun him for a mere 12 seconds. If the assassin isn't going to get any hits I would rather always use the Carnifex because even though he doesn't really tend to get hits he still chases survivors for 24 seconds which is a solid amount of time where the survivor isn't going to be doing anything other than running from him.

    To make Carnifex more unique

There's no other reason really, they wanted each guard to have unique quirks so - that's what they went with

None of the guards are intended to get hits on their own.

I do think Dried Horsemeat should be basekit, but I get plenty of hits with Assassin and he's certainly the most deadly in chase.

Part of this is because I'll follow up by zoning with the Knight himself. If they loop they're dead and if they hold W Assassin will catch them.

    No good reason.
