Near the hook, can Flashbang+Body-Blocking guarantee a save?

I like DBD, but nearly every session there's a new thing that seems broken and imbalanced. I was playing Daily Ritual tier up/break pallet, gen for Tome Myers and a (I'm guessing) 3-man SWF brought Blastmine and Flashbang. After the gens were done (there was a map offering for Ormond), I downed a Feng while she was unhooking and I was in Tier 3. I know the Dwight was around the hook.

I did a 180 before picking her up then pivoted toward the hook. I didn't see a "Hook Survivor" prompt; probably the Dwight was body-blocking. Two seconds passed without being able to do anything and then the Flashbang saved her. Is this a "tech"? Is it guaranteed to lead to a save?

The Dwight was probably standing behind you, blocking the hook spot, and he had dropped the flashbang in advance. Unless you're blocked in animation you can always prevent Flashbangs from working by simply looking up.
