From level 1 to 46 you will have enough to get 9,000 shards. For an additional 9,000 shards, you will need to get to level 77. By the time you get your first Devotion (level 100), you will end up with 6,900. From there on, it depends on what your Devotion level is and what amount of shards you have.
So, in most cases, you will unlock two characters per Devotion, and sometimes three.6
