How does the perk Leader not affect me?

Streetwise works, Vigil works but Leader? Why is that perk an exception?

    Leader is not that good (at least in solo) because you won't often find an opportunity to use it well and if there is one, you won't always have the coordination necessary to pull it off.

    However, it'd be cracked if its effect worked on the person who brings it. You'd have buffs all game long.

    Per the perk, Leader is about organizing a team to cooperate, rather than giving you the benefit. It simply would offer too much benefit to the person that brings it, and remains something that can only be shared with others for that reason.

    You actually DO benefit from it if you are being healed, for example, so it does affect you.
