Tools of Torment - Can it be saved???
Is this chapter a flop so far in your opinion? Take into account the teasers, the official trailer, the Survivors, the Killer, the Killer's basekit, the lore, the aesthetics and the initial community reactions on the PTB. Is this chapter on track to be a recent/historical low for DBD or can BHVR make changes before it hits live to change the public's perception of the Skull Merchant's power/design? If you think it CAN be saved, how so?

For me, absolutely not. Just not the type of killer I was personally hoping for. It’s knight but with drones. I wanted another m2 chase power to learn, another wesker, blight, nemmy, etc.

The question of whether it can be saved in the public's perception, and whether it can saved to be an actually good chapter, are wildly different questions.
For the former, it's hard to tell. We saw a similar backlash against All-Kill, but I'm given to understand that chapter was obscenely popular, and Trickster especially is an especially popular killer. It may be that the people loudly complaining right now are the majority and the chapter will do poorly, or it may be that the majority simply don't post on forums + reddit and also really like it. Only time will tell.
For the latter, yes, obviously, the only thing really wrong with it is that Skull Merchant is too weak. If she gets some solid buffs from PTB to live, and maybe a few other minor tweaks here and there for everything else, it'll go down as at least a perfectly serviceable and enjoyable chapter.

Honestly I think the main disappointment is that the killer isn't some sort of robot, AI or cyborg. This is something that'll most likely die down, as many people usually have their expectations that are incorrect once a chapter is actually revealed.
Another big complaint is her gameplay. I find its pretty interesting they're going for another area control killer, these are the more strategic kind of killers and usually take a good while to learn and I like that. Problem is she's VERY under tuned. I have faith they'll fix her up before she reaches live.
As for her lore, its not the worst but its certainly not the best. There are a lot of holes that could easily be patched up thanks to a tome. One thing I can appreciate though is that this is the first female killer (non-licensed) that is truly sadistic in nature. No manipulation or traumatic backstory, she's just evil.

I think it will do fine, honestly. I get the impression that the volume of anger at the chapter is loudest where leaks and rampant speculation were being traded around the most. I think the majority of casual plauers, going in without having built up too many expectations, aren't going to be so disappointed.

Same. I wanted another power to learn, not another "press M2 to do the thing". It sucks, but Nurse/Blight/Billy still have infinitely more depth than anything they've put out in 3 years.

It’s entirely possible and actually very doable, but I’ve been playing this game for years and I’ve seen BHVR’s track record. When they release a bad chapter it takes them a LOOOOOOONG time to deliver the bare minimum changes needed.
Examples: it’s been years and The Twins are still miserable to play as or against. It took 2 years for them to rework Freddy’s awful power back in 2019. They took 5 years to let Trapper hold 2 traps. Onryo is still horrible to play as unless going for Condemned only.
The most likely outcome is that nothing really changes until a few years down the line when BHVR decides they have some extra free-time to put some effort into fixing a killer and they do it…. unless the community comes together and really speaks up on this one and lets them know that we’re not going to put up with them releasing lazy and soulless expansions meant to take money from us and deliver on actual decent content until years down the road.

Honestly the chapter is fine, putting aside the horrible perks and killer power design. Give Skull Merchant some buffs and maybe adjust some of the perks and it'll be ok.
