anyone knew about this , sometimes i am checking other player Steam to make sure if he cheating or not.

What this is means? I have always suspicious of the history of player who have this information and if he already got banned VAC why he can come back and play DBD again?

VAC stands for Valve Anti Cheat and basically means they got banned from a game using that anti cheat system. DbD doesn’t use it though and being banned from one game doesn’t mean you will or should automatically get banned from playing other games.

people can change even if they cheated in one game in the past, sometimes such a ban might even be due to a cosmetic cheat, or some harmless other thing, or even just completely out of their doing, etc

a game ban doesn't mean that specific ban belongs to dbd, other games can ban the player aswell(giving the steam profile the ban warning aswell)

also that is a game ban, a VAC ban is indicated differently (instead of game ban it says VAC ban instead)

VAC bans are issued by games that have VAC (mostly Valve's games)
