Filling and emptying Potential Energy on the same gen

Do some people not understand basic math? Potential Energy takes 1.5% of progress to store 1% of progress, yet I've seen multiple players fill and empty it on the same generator for a net loss of progress.

  My assumption is they are going after the Archive Challenge if they do something like that ("Finish Repairing 2 generators while using Potential Energy" or the "Use a max energized Potential Energy").
