Going To Be Perfectly Honest
I think Wraith is probably one of the only Killers that has been able to somewhat flow in the meta quite well. I mean sure, you do have the S-tier Killers like Nurse and Blight, but their builds have not really changed much over time, at least in my opinion.
With Wraith, I personally feel like their addons are what make them so fluid in the meta. During the Generator kick meta, Wraith made great use of Shadow Dance to kick Generators quicker, which I often paired with Windstorm for the map mobility.
But now that Generator kicking is moving it's way out of the meta, and Hit and Run might go back into the meta again, I think Wraith will still fit into the meta but he will just use different addons. I think Windstorm and Swift Hunt will become meta for better chases, or Bone Clapper and The Ghost will become meta for better stealth.
Now, I know some people will say "Wraith is not a strong Killer, so even in the new meta, they still continue to struggle," which is a good point, and I think I am definitely bias in some way by making this post. But come on, it's Wraith, he is fun to play. Sometimes it is just nice to stop focusing on regression and manage health states instead.

Wraith to me has always been a sort of sleeper pick, hes much stronger than people give him credit because he can deal with basically any situation and is not necessarily lacking in any department
To me the only things Id change is the speed burst revert, and give him some form of Shadow Dance base kit since it usually finds it self in at least one of the add on slots

Wraith is a "Jack of All Trades", but he is not a "Master of None" (unless you literally run no addons). For a 2016 Killer in 2023, he is really damn good, and a lot of people do not give Wraith enough credit.

Wraith has been anyway where bottom tier garbage to solid pick but he can basically use any perk build effectively since his power is so simple

I agree with you honestly quite a bit on things, and this is no different. I mained him for quite some time when I first started actually playing killer, and do love a bing bong every now and then, and I do think he's a lot of fun (despite me being burnt out from him) and I really don't think he's as weak as a lot of people say. He's also the perfect beginner killer, other than legion, because his power is so simple and it teaches you the core mechanics of the game.
I actually don't think the speed burst really changed anything, there are some cases that actually made a difference but I feel like most of the time, at least for me, I would have gone the hit regardless. I'm also not opposed to shadow dance being base kit or anything, but I think what I'd like to see the most would be his faster cloaks or uncloak add-ons, maybe the low tier ones at least, be in his kit base kit.

I agree with basically everything here, including the speed burst part.
The problem I have with them changing that is the same reason why I disagree with the changes to Billy's Engravings. It lowers the skill ceiling for no reason and is just a fun aspect of the power that no one had an issue with. It didn't really change his performance in lower levels either since newer players didn't take advantage of the speed burst to begin with.

He's literally the one killer you can use in any map and have a fighting chance. Where on the other hand, Trickster is completely useless in most maps due to his movement speed and high walled structures.
