It only works with condem build.

When you finaly meet Sadako match (happy!)... and then you realise it is slugging Condement build (sad).

She doesn't seem that great. Her phasing thing isn't that useful against good players, her passive ability never triggers, and her teleporting is nice but several killers can do it but better.

Because the only viable way to play her is slug condemn and the matches are 20-30 minutes grind fests.

Akus ideas to fix Sadako:
1) assign each TV set to a gen. Sadakos curse prevents working on that gen unless the tape is removed.
2) decrease short range TV teleports. Sadako shouldn't be able to zoom around the entire map at random, but TVs within a certain radius to her should always be on and a valid teleportation target, unless the survivors purposefully remove the tape.
3) maybe shorten her manifest/demanifest animation? Its no big issue, but holds her back, as its very difficult to get value out of her losing collision and it could lead to some intersting plays.
4) also maybe show Sadako which TV sets are the target for a cursed tape, but obviously prevent her from teleporting directly to them. This way she knows where at least one survivor is headed and can work around/with that accordingly. Sometimes I wish that fully condemned survivors also get exposed, but I guess that this would be too strong in the hands of people who know how to play Sadako.

I think it's a bit complicated.
Her kit is a mishmash of half-baked abilities that kinda... suck: pseudo stealth, pseudo mobility, and pseudo game delay. Since these abilities don't perform their designated function well, and her add-ons barely do anything (except for two I'll talk about in a bit), she's pretty difficult to play as (and boring to many) if played like a normal killer.
However...
Players who set out to learn a killer usually find the killer's most effective way to be played and for Sadako it's her 'no hook, condemn kill' playstyle that relies on two very specific, fairly rare add-ons. This playstyle results in a game that is unlike any other way to play DBD, and also quite difficult if not impossible for many teams to play against, especially when not on coms. It results in: survivors being slugged on the ground for long times, punishments for teammates picking up slugged survivors by giving the rescuer a stack of condemned, and an inability for survivors to actually use the de-condemn mechanic either because the killer teleports to the TV the survivor needs, or because they physically don't have the time in between killer attacks to insert the tape due to Save the Best for Last.
So on one hand we have a killer that feels really bad to play for the killer player if played "traditionally," and on the other hand a killer that, because of two add-ons, feels horrible to play against if the 'no hook, condemn kill' playstyle is used. And I think people who play both sides remember both of these 'facts' which makes most players except the diehard Sadako fans actively avoid playing her. That's my take on why Sadako's pick rate is so low.

She suffers from a lot of the design problems recent killers do. Namely survivor "fun" and "counterplay" seem to be number one priorities. They made on an paper "high mobility stealth killer", but burdened her with extremely high cooldowns, a power that feels extremely boring/out of your hands to use, a lullaby, and to tie a neat bow on it attached an insta kill mechanic to justify all of the aforementioned terrible things.
The instant kill mechanic though is so bad and unreliable in any normal game it will never ever come into play. That said due to a combination of some specific add-ons and perks you can create a build to actually make condemned a threat and it's extremely boring to deal with as she just farms condemned stacks around. She's just awful all around.
Take wraith and Freddy and smash them together and heavily nerf all their abilities and then add an extremely conditional insta kill and you have sadako.

Honestly I’m kinda curious to see whether she becomes even rarer after this update. Will the condemn build be viable anymore without CoB + OC? Genuine question btw, I don’t really play her, but I don’t remember going against any Sadako who was able to win using that strategy without using either that and/or CoB + the old Eruption.

She has no map pressure,chase ability.And her warp ability is gabage for good survivers.

It is rare, she has to lean on condemning basically. Her map pressure is limited and her stealth is not the most efficient, as wraith is better for this kind of stealthy approach.
Actually, she is weaker wraith+ weaker dredge.
