Why did you remove all flashlight interactions apart from zombies?
You removed all the light interactions from Nurse, Hag, Wraith, Artist and Spirit except for Nemesis. Why is he the exception?

...why would they remove it?
Nurse, Hag, Wraith, Artist, and Spirit are all original characters, and all abide by the rules of how powers are given in the Entity's Realm (namely, usually involving the Spirit World). Nemesis summons zombies from RE2 and RE3 (remakes), who can famously be blinded by a flash grenade.
Removing the interaction not only wouldn't make any sense, but would also directly violate some of the easiest lore-friendly gameplay it's perhaps possible to have.

can't victor be blinded?

Because they're a passive ability, I assume. They shouldn't have removed any of the interactions anyway.

Lore isn't an excuse for inconsistent game design decisions.
They don't want flashlights to counter killer powers. Nemesis' zombies are part of his power. He shouldn't be an exception "just because."

Probably because they realized all the buffs to tutorial bots keep making Nemesis zombies stronger so instead of adressing the issue they left the flashlight interaction as some sort of counter.

Uh huh, you just want to see nemesis stay in S-hit tier.

You people think every killer that isn't nurse, blight, or spirit is ass.

Because your blinding a zombie which is in line with what bhvr wants flashlights to do. Bhvr just wanted to streamline flashlights and get rid of the lightburn mechanic. Your not light burning a zombie.

Tying in "counterplay" to a Killers POWER via an ITEM is a balance nightmare.
And if anything this allows them to introduce generic mechanics that the Flashlight can interfere with, such as the Killers ability to see scratch marks, aura's, Bloodlust buildup, maybe remove the Entity-provided speed boost, increase wiggle effectiveness, etc.
If you want to introduce a generic Lightburn, you gotta remove the edge-cases first.

You could delete his zombies entirely and it would probably make him a better killer because they're not being a hindrance in loops, allowing the survivors to waste their time and item blinding them to make their hitbox smaller and keep them out of your way is more of a blessing than anything.
I'm all for buffing killers, but let's not pretend that removing the ability to blind zombies makes him suddenly better than Blight when he's still worse than Pyramid Head.

The patch notes said that those mechanics were outdated.

Because they are? It would be a lie if it wasn't.

Additionally, what about Victor and Pinhead? Victor can be blinded and pinhead's chains can be blinded, why not remove those interactions as well?

Probably because blinding zombies doesn't prevent Nemesis from using his tentacle or lose a chase. Zombies can also be crushed by pallets but I don't suppose anyone wants that removed too.

They should have not removed anything in the first place

Blinding the Zombies is one of my fave activities. Also, if you see one of your zombies standing still you should probably guess there are survivors nearby so ...

TBH, I can see the zombies being an exception to the rule. They aren't really vulnerable to anything the Killer himself isn't, so it's not a unique interaction the way Lightburn or flashing away Hag traps was.

It's because it isn't a lightburn mechanic, the changes were more geared toward lightburn. Wraith and Nurse, hag traps, and crows were effected because they fall into that category while victor and the zombies can still be blinded.
