Is the reason for Myers not getting touched because of license restrictions?

From what I think I understand the original license owners have to be engaged and negotiated with for everything that goes on with anything related to their IP in game. So it'd make sense if that's the reason cause they haven't even been able to release cosmetics for the killer since he came out. Same thing with Bubba aside from his eventual rework that took ages.

Perhaps it's not impossible but maybe too time consuming or even costly if tampering with licensed content requires further money to be paid.

    He has had a cosmetic since he came out. The hospital gown. He also got several new weapons too.

    Most likely so. They usually go for add ons that are overperforming, which is definitely his iri add ons. Killers like blights are untouched because regardless of add ons, the killer just performs well regardless of add ons so they wont touch him.


    Also, bhvr has more permission opportunities with licenses like silent hill than halloween franchise. They are even working with each other with future silent hill games too. So pyramid head had some recent add on changes and cheryl got some recent cosmetics.

    I know of the cosmetic set released with the gown and weapons but that took years after his release just for that small package. And we've yet to see any more as far as I'm aware.

    Balance changes are not constrained by license agreements. I remember someone asked the same question about Demo, and a BHVR rep said they are free to make power changes if they choose to do so. So either they think Myers is fine or just haven’t gotten around to adjusting him.

    Devs don't need permission from license owners to make balancing changes or bug fixes. For cosmetics and the killer's 3 perks the names and icon pics still needs the license holders approval.

    Behavior doesn't need permission from the license holders to balance a killer or reworking a Killer's kit since bhvr owns their own gameplay

    What they do need permission for is releasing any new original or movie featured cosmetics that they're contractually allowed to use, changes to any text, visual character changes and visual map rework changes. (I'm not 100% on the last one.)

    Lastly, some of their license agreements only cover a single movie and therefore can only release cosmetics from that movie or original cosmetics for the licensed character (albeit not always, Freddy, Quentin, Laurie, Myers and Bubba being such examples)

    Licenses like Halloween, Texas Chainsaw Massacre, A Nightmare on Elm Street and Hellraiser are such licenses that are stuck to their single respective movies and any cosmetics outside of those movies would require re-negotiation of contract altogether.
