i've been waiting in the temple of secrets for several weeks now for the decisive blow skill to come out and as i saw that the last time it came out was on june 15, i'm waiting but i'm not sure.

The shrine is entirely random, though with slight favour towards perks (what you call skills) that are needed in tomes.
Might be months until Decivise appears, might be next week. Impossible to tell, really.

One more reason to move from a random weekly rotation to a permanent catalog.
The current shrine is not helpful at all.
