ive noticed that PC (steam) players can change their in-game name freely. but im unaware of if i can on console. is it possible, if so how would i go about doing it?

Its because steam let's us change our name to anyhting anytime really. On console one is limited to what name is taken, and I believe you have to pay.
If they are changing names constantly to the character they're playing it's because we have an anonymous mode.
