Just make it so that it still gives the killer a speed boost, but they apply deep wounds instead of injuring and downing a survivor. And make it a non-hex perk maybe.

NOED is perfectly balanced. It’s just self righteous survivors who are too stupid to cleanse dull totems.

If anything it needs a buff as does all hex perks atm. Given that there are so few in maps now, finding a hex totem is quite literally a cakewalk. As it stands all hex perks are a waste of a perk slot due to survivors destroying them.

Yet there isnt a single survivor perk that a killer can turn off 30 seconds into the game.

He's saying you can mori someone with DS. Just because your DS doesn't proc, doesn't mean the perk was inactive. You died before you got to use it, that's not turning it off. You break a totem and the killer still has to continue a full game without having access to one of his perks. There are zero survivor perks that a killer can do this to.

Mori is rare offering. Unless someone doesn't spend bp on anything but one killer you won't see it that often. And killers who mori are usually getting less bp.

Do you know what the new ds do right? If you dont get hooked you can't use it.. that means mori time :)
Killers can't stop survivor perks from be used but they have a lot of broken things

I see exactly ONE perk on there, which is what we're discussing. PERKS. Not add-ons. And NOED is perfectly balanced how it is.
