Save shards for the new killer or buy Legion or Clown?
Clown has some good perks and Legion has discordance. I don't know what to think of new perks yet...

Then wait for the PTB, watch a streamer play her and decide then.
Clown seems like a nice concept first, but his problem is that the gas actually doesNOT counter looping and that he has no map pressure, he is quite underwhelming.
Legion well, do you like survivors dropping out of you gamelike crazy? Then this is the right killerto buy

It depends on who you play with and what you feel more helpful then.
Check the perks on the wiki from the link below and see what ones suit your playstyle.
Personally the legion perks look to be more useful overall but I do like bamboozle the clown perk to shut down jungle gyms.
I would wait to see what the new killer is like to play, in terms of her perks from what we know atm nothing she has looks to be a game changer over what we currently have.

If I'm interested in the killer, I'll buy them and use my shards elsewhere.
The only non-cosmetic I want right now is the Clown, and it's solely for Bamboozle.

If its just for perks, get Clown. Both Bamboozle and Pop Goes the Weasel are amazingly effective. Clourophobia is more for big TR builds.
Legion's only good perk is Discordance. Iron Maiden and Mad Grit are extremely situational and not worth to unlock.
(That said, Legion is the best BP farmer in the game. Average around 30k BP per match even without killing people.)

Clown then
Bamboozle - Great on low tier killers
Pop - Not as good as you would hope but amazing on a 3 gen strategy. I pair it with Ruin on Clown so I can slow gens down early game and late game. Pop really takes effect late game when you've killed a survior or two and can then shut down any gens they work on.
Coulrophobia - Decent perk. Its hard to judge it as you can't see the effects first hand but as a survivor it can be pretty annoying when a killer has it. It's top tier on The Game especially with distressing.
Legion
Discordance - Doesn't always activate but when it does it's amazing. It helps you stop them rushing a generator.
Iron maiden - Garbage on everyone but Huntress
Mad grit - Not worth taking
Plague
From what we have seen so far the Gen blocker perk looks pretty good but the other 2 are skippable.
So Legion and Plague only really have 1 strong perk each, though they do seem really strong. Clown has 2 good ones and 1 that is pretty decent.

I'd say wait for the Plague to get a better decision, but if I had to go with the info we have now, if you're only interested in Perks, I'd most likely advise going with the Clown.
