Broken Bulb add-on almost never generating in blood webs?

I've spent probably 3-4 million bloodpoints so far in the event and I've only gotten 8-10 bulbs. It feels like every other event add spawn chance is pretty fair and spread out well. What gives with bulbs? And 90% of the time I'm getting the bulbs from the mystery box. Is it supposed to be like this?

Ive gone through 3 prestiges this event, and got a single bulb. Definitely not intended
hopefully it gets fixed in the next hotfix
