How do you get Banners and Badges?

Title. Mine are all blank. I played as a Survivor against a Chucky who had a cool Good Guys Chucky one.
I bought Chucky from the Nintendo eshop, got him to P3 and he has all perks at Tier 3.
I am not seeing any instructions on how to obtain these...?

From what I've seen people say here you will need to buy a cosmetic for him for the badge.. and more are to come through rifts, events, login and so on

They basically released the feature with one option available for the new DLC and no defaults. Everyone else can apparently eff off.
