What are Second Chance Perks?
Title. I've seen people say Survivors use Second Chance perks but which perks are they? Is Dead Hard one of them?

Those are all I can think of off the top of my head.

Second chance perks are literally the perks that give survivors second chance, like DS and UB. I think DH can be considered to be second chance perk.

I think it's DS, UB, OTR, possibly Adrenaline.
It's predominantly perks that are designed to safeguard the survivors having three chances. Some folks really can't stand survivors having three chances and get upset over them having two.

No Perks are. It's just Killer Main rhetoric right there along with 'No CoUnTeRpLaY'

Definition in my book: a) A perk that prevents you from getting injured/downed when the killer lands a hit. b) A perk that allows you to instantly reverse the injury/down.
With a narrow interpretation of that definition that is just BT, OTR, DS and DH.
With an expanded interpretation also FTP, Buckle Up, Soulguard and WGLF. With Soulguard, BuckleUP and WGLF it's not up to the survivor if they can make use of the second chance to begin with (first they have to get picked up by a survivor rather than the killer. This is also why UB is not on the list) and with FTP it's more trading the down rather than avoiding/reversing the down. The exception is BuckleUp+FTP which could be considered a second chance combination.
Lastly, Adren is usually just an utility perk but on the occasion it is timed to proc right after an injure/down it could also be considered second chance.
