I'm on PS5. I get the same error. It's not my internet as my ps5 can still play videos.
Anywho, I came here to see if anyone was having the same issues. Question answered

Same problem here on PS4. Took me an hour of trying over and over to get in the game, and now the frequency of "unable to create party/connection to party lost/dedicated server does not respond" errors is extremely high.

I've just tried to get on now, hoping this was fixed.
I can join as a solo survivor and play a game, but I can't join my friend's lobby.
