They did, on his very first version.
Freddy on-release was, in my honest opinion, the only perfect killer BHVR has ever designed. Even the Dream Transition not interrupting survivors wasn't nearly as bad with him as it was after the nerf, because he had other strengths to compensate.
But unfortunately, he only lasted for a week. A perfect week, but one week nonetheless.

It really shouldn't be the case.
Reading complaints from Freddy's initial release was genuinely the worst and most infuriating experience I've ever had with the community. And I've seen someone call Spirit Fury an overpowered perk.
But I think the situation is changing, my friend. BHVR got better, the recent changes to Hillbilly are proof of that. For the first time in over four years, I have hope I'll play my favorite killer again.

I'd prefer that they simply decreased the range of the lullaby rather than removing it entirely, as removing it would kill off a very thematic part of the character and that would just be an overall decrease in quality for the character.

I personally I want the lullaby gone just because it hurts her stealth especially when they added the visual TR accessibility option. That was when the lullaby started to become an issue in my opinion since it allowed ppl to see her lullaby even though the lullaby itself is very quiet and almost unnoticeable. If ppl like the thematic of it, fine then make it map wide by base kit or make a addon make it map wide(I know few ppl had suggested this as a addon and I agree with them). Either that or make it where it doesn't interact with the visual TR accessibility option.
Personally from a gameplay pov I think only one killer needs a lullaby and that huntress since her kit lets her snipe ppl from long distances.

I am firmly against the idea of removing any thematic elements from any characters for the sake of gameplay no matter, all it does is removing flavor from a character which only just makes them less cool to either play as or against.
However i am not against changing those elements to work differently, so as long as they keep the lullaby, they can change and adjust it however they want.

And personally I don't like it when thematics affecting gameplay. Gameplay should always be the most important when it comes to a character. You can have the all thematics you want for a character as long as it doesn't affect how the characters mechanics works and the lullaby does that exact thing for Sadoko. It virtually makes her stealth useless. I rather them either remove it completely or make it map wide that way it doesn't affect her stealth whatsoever. Even decreasing it would still affect her stealth and this is why I want either those two options.

I am quite happy with these revisions. They walked back the Condemn CD, and locking in 3 stacks makes hooking worth it in a lot of situations, I feel. And let's be real, Sadako will always be strong against newer teams, just like Cenobite and Pig. But locking in 4 stacks against strong teams that know the simple counterplay is unlikely to happen. 3 stacks is enough to allow some wiggle room for yourself by making the margins for error tighter for that survivor.
The movement buffs are nice quality of life changes and I hope they feel impactful. I'd love 1 more good add on or a buff to Telephone or maybe VCR (my understanding is that the fake projection is very obvious) and maybe, one day, a better TV spawn algorithm. Iri Tape doesn't feel worth an Iri add on rarity, and could be swapped with a new one. Oh, and I think survivors seeing TV auras at 16m is a little much. Make it 8-12m, and it could be a good add on if it is even smaller.

I think it would be interesting if she also an separate teleport that was a long cooldown that let her teleport to tvs that are off

I would make the tape insert/pick up 2 seconds again, but other then that, good job!

The patch is out and shockingly bloody fingernails is not adjusted. This means that using bloody fingernails now allows you to get 2 -> 3 seconds of 6.9m/s speed after exiting a tv, from 1.5 -> 2.25 seconds.

That’s good. I don‘t think they need to. Same goes for reikos watch, it should go back to 50% or 33% at least or they buff her invisibility a bit more and leave it with 25%.

So Notes for Behavior to still look at…
*Tape insertion is too quick.
*Addons still need help. (We mentioned which in recent threads.)
*Tv Auras are a bit much. Survivors have static around TVs they don’t need two visuals. VCR is useless due to this.
*QOL - Tv spawns are funky. Either perfect spawns or just way off.
*Super Important - Lullaby should be adjusted. Huntress sure. Sadako no. Visual Heart Beat kills her stealth.
I think these are the main points.

They should also test how passive condemned gain from holding tapes impacts her gameplay (maybe next ptb)

Yes 💯 agreeed!! Please behavior. I missed old cursed tapes with passive condemn or at least make it addon option.
