I can't level up my Nancy Wheeler perks in the Blood web (don't own her). But I can level up Lucky Star that I bought (one level) in the Shrine of Secrets (don't own Ellen)?

I started playing before Stranger Things was brought back to the store. I remember seeing Better Together in my perk list quite a bit while it was unavailable. I assume when ST went away from the store the perks were demoted to generic accessibility. Then when ST came back, I noticed that it/they became named character perks. I assume I am not being allowed to upgrade them in the web because I don't own Nancy/Steve/Dem. But it seems inconsistent that I CAN upgrade Lucky Star (in the web) without owning Ellen Ripley. Or maybe this is a bug? Or maybe we explain it away by granting the Shrine of Secrets special continuity breaking powers?

    Probably something to do with the perks being coded to appear in the bloodweb as default perks.

    My guess is that now that they're not default perks they simply can't spawn because you don't have the chapter and never "bought" the perks by either owning the characters or shrine of secrets.

    You bought lucky star, right? That's why you get to level it without owning Ellen.

    However, you never bought the stranger things perks, you only unlocked a few of them while they were general perks. They no longer are generic so because you neither own Nancy and Steve, nor bought the perks from the shrine, you can't level them anymore.
