I just thought maybe some temporary item, which gives perks some temporary power up, that could make the game maybe more interesting.

I think the only Tier 4 perks we should get are when you use teachables on their corresponding character. Instead of giving a new effect, it should scale at 50% of what the normal bonus gives. For Bond for example would like 20/28/36/40m, or Agitation would go like 6/12/18/21%.
There wouldnt be any extra grind in the bloodweb either, instead of unlocking the "Very Rare" Tier 3 perk on the bloodweb it would jump straight to the "Ultra Rare" Tier 4 perk.
This would mainly encourage more build variety, as well as making Survivors a bit more than just skins for veterans. It wouldnt be impactful enough to have an effect on the meta, it would simply be a fun little addition.

Maybe if you could buff just one of your perks to tier 4 for each match. It'd be neat to inspire centering builds around a specific perk, and could vary up samey builds at least a little bit.
Still, definitely not necessary, and I'm with the other users that would rather not have perk tiers period. If I have to regain all these perks for every new character, do I really have to do it twice per Teachable and three times for the General Perks? Especially since I then have to level that killers perk on all my others too. It's just needless.

50% of how the perk already scales from the previous 2 tiers. So in No Mithers case, it would reduce grunts of pain by 87.5%, and recovery speed increase by 27.5%.

I think their arguably should be a tier 4 for adept loadouts as a set bonus (regardless of the Killer), or for not stacking a concept.
For example, if you only have 1 Slowdown, 1 Intel, 1 Lethality, and 1 Stealth perk, then each are 25% more effective (as being at Tier 4). Alternatively bringing Wraith adept perks, Bloodhound+Predator+Shadowborn (even on say Legion), then each are 25% more effective.

If a Luck of the Draw (random perks only) gamemode were to ever happen, the perks being Ultra Rare at tier 4 with buffs to all of them would be pretty cool and would distinguish it from main DBD as perks will play out differently.

That's an interesting idea. Such a game mode with buffed perks would certainly get attention.

Yeah I could justify tier 4's for this but it would be so buggy because you'd have a bunch of untested perks having tier 4 variants.

Ahhhh yes, Tinkerer Billy and Tinkerer Blight. Good times.
I remember in the olden days in the long long ago when Tinkerer increased killer powers by like 25% or sumsuch. Machine Gun Huntress was the biggest offender back then. The before times were something else!

There are still Perks that synergize with powers and addons
they just don’t do it in the way old tinkerer used to

The only one I know is Iron Maiden. I don‘t understand why they didn‘t remove that synergy with all the others.
