Why is it called Tinkerer?
Tinkerer the perk, I understand it was called that because it directly improved killer power's back in the day. Tinkerer is a great perk, I am not talking about its effect or balance, I just asking how does its effect relate to being a tinkerer? I love the perk, but how does being a tinkerer make you undetectable?

Hillbilly is working on a cloaking device.

Because original Tinkerer worked differently. It enhanced Add Ons which affect Chargetime. The name made a lot more sense back then. It got changed long ago, because a) it only affected some Killers, because a Killer which did not have Add Ons which worked with Tinkerer would be unaffected and b) it was a pain to balance, since the Devs had to balance Add Ons with Tinkerer in mind.
You can read about it here:

As @Aven_Fallen says, originally the name made more sense.
Though my head cannon spins a yarn along the lines of each of the gens has been rigged with a trap to alert the killer at 70% and masks the killers approach with the noise of the gen.
Lot squinting and head tilting... but it kinda works...

And fun fact: some add-ons had a note on their descriptions that read: "Affected by the Tinkerer perk".
It was mostly restricted to the older killers, but it is interesting how certain aspects of the game were built around this perk. Wish they hadn't reworked it, to be honest.

Slighty off-topic but what does "Weaving Spiders" mean?

Wow, I always just simply associated it with the actual Tinker meaning: to make small changes to something, especially in an attempt to repair or improve it.
Billy was a Tinkerer of the gens, rigging them up with small changes or (improving them) in his favor to alert him of Survivor activity at a certain progression, unbeknownst to the Survivors.

Probably casting a spell since spiders are often associating with witches and magic is usually “weaved”. But I could be wrong.

spiders that are weaving a web

I think the Rework was completely correct. Because it makes balancing harder when you always had to have Tinkerer in mind if you balance something. So either you risk of some Add Ons becoming too good with it or you just make them too weak without Tinkerer, which would punish people who would not run it.
