Apply the Hindered status effect to the Killer 3 times in a single trial.

The only way to do this is with Champion of Light.
It’s a tough challenge because it’s basically “blind the killer 3 times but there’s a cool down”. Bring a flashlight and try to blind them at as many pallets as possible.
Alternatively you could bring Flashbang and Background Player and just speed up to the killer and drop one every time they pick someone up. Even if you mess up the save you’ll still get the Hinder.0 -

You have to pay money to complete this tome challenge. (Buy Alan Wake and use Champion of Light.)
Or buy Ellen Ripley and hope the killer lets you repair half a gen, drop a pallet, trap it with chemicals, break the pallet to become hindered, and let you run off to repair more gens and do it 2 more times in the same match…
I used the search function to look up slowed and hindered. Chemical Trap and Champion of Light are the only 2 perks.

The Pallet Trap perk does apply hindered (even though the tooltip does not state this). So you can also use that perk. Though both are from licensed chapters.

If you bought every survivor, you could also create a build with Blast Mine, Champion of Light, Chemical Trap and Flashbang. Bring a flashlight if you're good at using them, or a toolbox if not. One way or the other you should get it soon, even if luck is not on your side.
Edit: Obviously you would still need to at least have P1 at least 3 of the 4 characters required (Jill, Alan, Ripley and Leon).
Edit 2: Just in case, as others have stated, the perks essentially required, without which you can't complete it, are Champion of Light from Alan or Chemical Trap from Ripley.0 -
I used Champion of Light and Chemical Trap. Got 2 hinders from blast mines on gens, and 1 from a chemical trap.

Champion of Light was in the shrine two weeks ago.
It helps to pay attention to this because they usually put any recent perks necessary for current tome challenges in there.

If you have Champion of Light, it applies to any form of blindness, so you can pair it up with blast mine and hinder killers when they kick generators. I completed the challenge by using this two perks with Chemical Trap and Windows of Opportunity (to make sure I would be able to locate and reach good pallets to force the killer to break them). I got one hinder with a trap, other one with a flashlight and other with blast mine.
