Best build for Plague
Deerstalker, Ruin, Spies From the Shadows and Whispers.
You can change Spies for NOED if u are getting gen rushed way too often.

Plague's best build will probably included Enduring and Spirit Fury. It seems her biggest weakness is pallet loops. Last 2 I don't think will matter much, you could run the standard BBQ/Ruin or try other stuff and mostly be fine.

I think her best perks will be ruin, spirit fury and enduring. Ruin can be changed too though.
People generally prefer BBQ but you don't necessarily need it with plague, I don't think you will have a hard time finding survivors.
They increased the time that infected objects remain infected so taking corrupted intervention and puking on the closest 4 generators seems a great start for her too.

Tracking perks work well on Plague, don't see why some people are branding your suggestion as bad. BBQ on Plague has little use compared to something like Whispers. Nurses calling is a waste of a perk too.

You clearely have no idea on how to play her, right? This build is meant to combo with her power, once you get the corrupt vomit you have a limited time to find and down survivors, the faster you find them, the faster you gonna win...
Once you have the upgraded power you can down survivors extremely fast, use Spies and Whispers to find someone ASAP, down them and look for another survivor, dont worry, you gonna find the downed survivor with Deerstalker's help, keep looking for survivors until your power is over, then come back to pick up all of them and drop your GG at end chat.
The Plague is NOT meant to get looped nor pallet stunned, if you are getting looped, just infect the survivor and go look for someone else, you gonna get a free corrupt fountain and will also reveal a survivor's location, remember to always "Break" a survivor on open areas and bodyblock pallets so you can instadown them even without the Corrupt version.

You could change Spies for BBQ, but only for the extra points, hooking takes time, since your corrupt purge is limited, you will often lose it before you can reach another survivor after your hook.

Don't use spies, ever, if you have whispers, use it, it's the better perk.
Deerstalker isn't great but it's fine if you have nothing else...
Honestly for the plague i would use a basic M1 killer build, BBQ/Ruin( Or Sloppy )/Enduring/Spirit's fury

I run into survivors who refuse to use the fountains a lot, or at least i did, until I equipped Thanatophobia in my perks. It doesn't really do much (adds 10 seconds to gen repair), but psychologically they see its icon, and the red repair progress bar, and they suddenly decide to use the fountains. Equipping the tablet and necklace to increase movement speed, reduce time to get corrupt from a fountain in a chase, and increase the duration of corrupt purge makes for some quick games. However some survivors are stubborn and will work through thana's de-buff because they know its mostly harmless, so for that I ideally bring in an ashen apple instead of the tablet to give me corrupt purge when i have all of them at max sickness. The Black Incense add-on is also insane against those who refuse to use the fountains and nets you fairly quick victories, but because its an ultra rare add-on, its not as available, and you can't always depend on it. If you are going to use Black Incense though, ditch Thanatophobia, because this is the one add-on you don't want to encourage them to use the fountains with.
Other perks I use are Monitor and Abuse or Bitter Murmer, Brutal Strength or Enduring, Bamboozle or Spirit fury. All of these + Thanatophobia work to encourage survivors to use the fountains and help me in chases or locating survivors. Of course good old BBQ&C can be put in any build because bonus points and map awareness are good things to have.
