Why does the new DS make another survivor without DS the obsession?

When I have DS and nobody else has an Obsession Perk but the killer (f.e. Rancor) somebody else is Obsession at the start of the game.

It says in the perk description that it increases the chance to become the Obsession, like when you use Object of Obsession, but every single time when I have DS I'm not the obsession at the start of the match.

Shouldn't it be that if the killer has an obsession perk, that the survivor having the DS is the obsession at the beginning like it was before?

    The new DS does not say that the chances of being the obsession are increased. If it does say that than it is wrong. You will only become the obsession when you hit DS now

    Hm, but in the official post (the part in Q&A about the affection on other obsession perks) it says that it increases the chances too.

    So you can understand that I am confused.
