I've heard of him. Wasn't he rumoured to be a real life character, but the only evidence of him existing is in notes?
I would say - if he is supposedly real - then BHVR shouldn't include him. This game can't be too intwined with real life events. A celebrity offering their likeness (like Nicholas Cage) is fine, but somebody who was supposedly a mass murderer is a dangerous president.
