Is There A Reason PWYF Loses Stacks When Missing?
You only get three hits anyways and getting all 3 tokens is a huge time sink. I really don't see a reason for misses to consume a token. I feel like this perk needs to be reworked because it only works on 3 killers and its trash on everyone else, unless im missing something.

I think it's because it's a very strong effect, so they want to be careful how it applies. The Haste makes it a lot easier to get a hit, so if you somehow manage to make the killer miss with their increased speed, that power should be diminished somewhat.
At least that's the idea I imagine, whether that's a good thing is subjective.
I mean, if Coup loses stacks when you miss a hit, then I guess it makes sense for PWYF to as well. I don't think it'd necessarily break the game if it didn't, but it might end up being a bit frustrating to face as the killer would be stuck in that powered up state until they get a hit.
I wouldn't really call PWYF trash either. The effect is pretty strong, it's just kind of awkward and relies on other perks to reach its full potential. It lacks consistency, which is generally valued in a perk, but I think it makes up with it in power. I wouldn't rate it anywhere below decent on the majority of killers, it just really hurts when the obsession is stealthy.
It's not really a perk you can just slot into any build, though, and I guess that makes people forget about it (I kind of did myself until I saw this post).
It's a weird perk, potentially very dangerous to buff. I don't know how I'd change it, if at all.

It loses stacks on offensive actions, in some cases its prohibitive and in other cases it does nothing. But it would need to be a case by case on all killers to be balanced and usable at the same time which means a lot of work which they wouldn't invest in one perk.
Example, billy, if you didn't lose stacks unless on a successful saw you could become a menace
Bubba, if you could use all 3 charges with 15% bonus speed and only consume a token on down or pallet eaten you again become a menace
Theres just no good way to balance across the board with a single change so it won't be done due to complexity

If you pair it with the Carb Tuning guide you can it uses all 3 sweeps and consumes only one token.

True but due to the glitchy acceleration they are more likely to reach a pallet that way so I just run it by itself and backrev for 1 token anyway with the better speed causing many mistakes on the survivor side

i don't think it is trash. even a single token can make a big difference. why i like using the perk is that it makes every team have a weak-link. if everyone really strong, there is at least one person that is not.
i think its biggest issue is needing at least 3 perk slots to be consistent chase perk. it is wildly better than all chase perks in the game but its expense makes it less worth while because of opportunity cost using 3 perks.

Love using this on Plague. Survivors either stay injured against a speedy killer, or give you Red puke.

Haste is something that needs to be very restricted unless we want to end up with an old mft situation.
