What perks do you think "fell off"?
I'm talking about perks that you used to see super frequently, but you just don't see that often that much anymore, especially if they didn't really get any changes that caused them to decrease in popularity.
Three big ones I would consider in this category are A Nurse's Calling, Discordance and Whispers. You used to see these perks a TON a few years back, but I don't really see them anymore. This isn't because they got changed at all, they just ended up falling out of favor for some reason or another.
Surveillance is another big one. I remember back in 2020 after the Ruin rework, Ruin/Surveillance was a popular combo.
I don't remember the last time I went against a killer running Whispers or Discordance, honestly.

Now that you mention it, I haven't seen Nurse's Calling in months.
I think it - Discordance too - has just been outclassed by the aura perks we've gotten in recent years. Nowhere to Hide trumps Whispers in most situations, just like BBQ was power crept by Friends 'Til The End (though BBQ also fell off mainly because it lost the bloodpoint bonus.)
I rarely see Ruin anymore even though Ruin used to be very popular in the same state the perk is now.

Basically all of them, the Older they are the less seen. Considering BHVR just redistribute the power effect to a better combination that becomes the meta

i hope they buff nurse calling one day. i would like to see 32 meter nurse calling back.

Nurse's Calling is really good actually. I use it quite often. Another perk which kinda fell off is Tinkerer, which I also use often.
Both of them aren't weak at all, people just moved on to something else. Which is a shame, but whatever.
On the survivor side, I'd say Empathy is a perk that just fell off for no reason other then change of taste.

I wonder if Empathy's loss of prominence has to do with the mini claws appearing on chased survivors who aren't the obsession? There's a little less value in the mapwide info when you already know who's being chased, while Bond is better for knowing when a chased player is headed towards you specifically.
Tinkerer fell off after the nerf that prevents it from locking down the same gen, so I at least understand why people stopped using it.

I am not sure when was the last time I saw Haunted Ground, and that perk has never been changed.

I’d add Balanced Landing to that list. I’m sure it’s used but it doesn’t seem as common since it’s nerf.

Enduring + Spirit Fury
That combo was seen almost ALL the time back in the day

the combo died after the Billy overheat nerf tbh That was almost the stereotypical hillbilly build for awhile

NOED and Adrenaline.
NOED, it literally kills itself because it shows its own aura from far away.
Adrenaline, I guess people don't like it as much because it doesn't work off hook.
Oh, and Borrowed Time since survivors get it base, even though it doubling the base time now is very useful for killers who just count to 10 and hit while tunneling. Leave it to survivors to not use the tools available to them.

Self care
I remember it being super common back when I was playing OG Freddy. People would constantly try to fail a self care skillcheck mid chase to wake up.

Spine Chill, the fact that the killer needs to have clear sight of you for it to trigger means you'd already be able to see them if you're alert

As a stat collector I can tell you in my last 50 games (30 survivor, 20 killer) I have seen sprint burst 3 times! So out of 200 perk slots took up 3 of them hadn't especially noticed just took a look to answer this question definitely surprised me!
Killer perks probably ultimate weapon (1 time) or Ruin (3 times) used to see both of those a lot.

Whispers used to be my go-to perk a few years back, and good killers got a ton of value from it. Nothing’s changed, but now no one uses it anymore.

I see it from time to time, especially with OTR/DH. You basically never see it by itself anymore though.

what, the follow the killer? i don't really get the distortion nerf, right. one of reasons why they the perk was that UB countered distortion, but now distortion is dead/useless perk so nowhere to hide which follows killer as well is now just uncontested, right? the perk is almost same strength as ultimate weapon when nobody brings distortion. now they killed all stealth in the game, i bet next chapter for survivor will have at least 1 stealth perk.

Nah, not the follow. The fact they made it only work on the locker you open, a single time, with no activation period, no aura-reading, and with a ridiculously long cooldown.
It would still be remotely useful, if they hadn't given it a 60 second cooldown, had made it aura-reading for something as little as 3 seconds, or had made it perhaps only work on the first victim it discovers when it follows the killer after opening the locker.
Current version is useless.

Empathy is still my favourite info perk survivor side. 🤘😁🤘
Nurse's Calling for me kinda has the same effect as Borrowed Time... because you don't see it often it just isn't in your mind, and often even when you get the clue it's in play, you still tend to second guess/miss its that perk responsible and get caught by it again when it really matters 😅
BT is my entry, and I feel it's a litttle slept on, cause whenever I use it, my team almost always gets some value out of it. You can be a little more reckless with unhooks and I've caught the killer out with it almost every time.

Whispers for killer and Urban Evasion for survivor are two perks that without getting nerfed I stopped seeing.
Whispers I started seeing less and less when killers started getting more aura reading perks. Urban Evasion I'm not sure why I started seeing it less.

Spine Chill, A Nurse's Calling, NOED, Ruin, Thano, Dying Light, Object of Obsession, and I was going to say Circle of Healing- but after some thought, it's any Boon perk.
The few times I got foiled by A Nurse's Calling this year, I yelled at my TV: "Who the f**** runs A Nurse's Calling in 2024??!!" I think I may even start experimenting with it; I don't think a lot of us expect it. The occasional Ruin throws me for a loop, too.

Slinger mains are thebest at counting. Watching them immediately spear an unhooked survivor, and holding them to wait out Endurance is such a satisfying thing to watch happen.
